Withdraw queued feedback
Removes one note you queued, so the manager is not asked to decide a suggestion that was already settled in your own app.
Identify the note by the ref you queued it with (or the at you got back).
When the note is no longer queued, because the manager already accepted or dismissed the suggestion it belonged to, the call still succeeds with removed: false and code: NOT_FOUND. Treat that as "already handled in Tracira": don't apply the change a second time.
